This mechanism heavily penalized lower-income households, senior citizens, rural residents, and dual-SIM users who kept active accounts primarily to receive calls. By expanding the mandatory validity period to 180 days, the regulator eliminates a long-standing practice that allowed telecom operators to absorb unconsumed customer money without delivering corresponding services.
Pakistan remains one of the world's most heavily taxed telecom markets. When a consumer recharges a Rs. 100 card, immediate tax deductions—comprising a 15% Advance Income Tax (AIT) and a 19.5% General Sales Tax (GST)—reduce the actual usable credit to approximately Rs. 86.95. When operators cancelled unspent balances after 30 days, consumers suffered a double financial hit.
Under the outgoing system, low-usage subscribers were forced into unnecessary monthly top-ups simply to keep their remaining capital active. Data from the regulatory authority indicates that over 70% of total mobile connections in the country rely on prepaid cards. Small unspent sums—often between Rs. 30 and Rs. 150 per user—aggregated into billions of rupees annually in silent, unearned revenue for cellular companies.
The revised regulatory framework fundamentally shifts operational rules in favor of the consumer. Beginning October 1, 2026, every valid top-up transaction automatically secures a 180-day operational lifeline. If a subscriber loads Rs. 500, those funds will remain accessible for six full months without requiring recurring top-ups to unlock the base balance.

The regulator confirmed that compliance teams will audit mobile operators. If a cellular network zeroes out an account or applies invalid dormancy charges prior to the 180-day window, subscribers can lodge direct complaints through the PTA Consumer Complaint Management System for balance restoration and enforcement action.
