Qatar’s Prime Minister, Sheikh Mohammed bin Abdulrahman Al Thani, has called for a comprehensive security framework between Gulf nations and Iran, emphasizing that the region’s stability hinges on mutual assurances of non-aggression. Speaking at a regional summit in Doha, the PM stated, “The Gulf will not be the same unless there’s a framework ensuring no one is a threat to each other.”
The call comes amid decades-long tensions between Iran and Gulf Arab states, fueled by ideological differences, territorial disputes, and competing geopolitical interests. The 2015 Iran nuclear deal briefly eased concerns, but its collapse in 2020 reignited fears of regional escalation. Qatar, which restored diplomatic ties with Iran in 2021, has positioned itself as a mediator, leveraging its neutral stance to foster dialogue.
Sheikh Mohammed’s proposal reflects a growing recognition among Gulf leaders that unilateral security arrangements are insufficient. Since 2022, Qatar has hosted three closed-door meetings between Saudi and Iranian officials, paving the way for this public call to action. Analysts note that the PM’s remarks signal a shift from reactive diplomacy to proactive regional architecture.
A Gulf-Iran security framework could have tangible benefits for the region’s 50 million residents. Reduced tensions could lower defense spending, currently at $100 billion annually across the Gulf, freeing up funds for infrastructure and social programs. For Qatar, which relies on natural gas exports, stable relations with Iran could secure energy routes through the Strait of Hormuz, a vital chokepoint for global oil supplies.
However, challenges remain. Saudi Arabia, a traditional rival of Iran, has yet to publicly endorse the proposal. Meanwhile, Iran’s recent military drills near the Gulf have raised skepticism about its commitment to de-escalation. A 2023 poll by the Arab Center for Research and Policy Studies found that 62% of Gulf citizens view Iran as a security threat, underscoring the public’s wariness.
The proposed framework aligns with global efforts to stabilize the Middle East, including U.S. initiatives to integrate Israel into regional security alliances. For Pakistan, which maintains ties with both Iran and Saudi Arabia, a Gulf-Iran détente could ease its balancing act in regional politics.
Economically, Pakistan stands to gain from increased trade and energy cooperation. In 2025, Pakistan imported $3.2 billion worth of oil and gas from Gulf nations, a figure that could rise with stable regional relations. However, Islamabad must navigate its partnership with Turkey, which has criticized Gulf states’ rapprochement with Israel, a key ally of the U.S. in the region.
As Qatar leads the charge for a new security architecture, the region stands at a crossroads. Sheikh Mohammed’s vision offers a path to stability, but its success depends on overcoming deep-seated mistrust and geopolitical rivalries.
